The departure of colonists and their loss to me is like a public loss. Wishing you every happiness and a prosperous career.

Dear Capt. Hastings,
Capt. Henry D. Bricknell, Commander Haseigo, Royal Navy, has relieved Captain Hastings of his duties as Assistant Protector of Immigrants in Jamaica, a post he has held for seven years past, since 1883, when I became Governor of that Island. He previously performed the duties of this appointment in an unhealthy district with zeal and success.
As the Immigration Dept. of Jamaica is under reduction and will probably disappear before long, Captain Hastings is anxious to obtain some other employment in the colonies. I venture to recommend him as an Officer of integrity and ability.
